National Repeal Law Day and Launch of Repeal of Laws Reports: November 26, 2017

Introduction

Centre for Civil Society along Symbiosis Law School, NOIDA, NLSIU, Bangalore, NALSAR Hyderabad, MNLU, Maharashtra and HNLU, Raipur carried out Project Repeal of Laws. The peoject aimed to identify laws that could be repealed on account of three reasons—they are redundant having outlived their purpose, have been superseded/subsumed by more current laws, or pose a material impediment to growth, development, governance and freedom. The law firm of Kaden Boriss Partners has vetted these laws for the soundness of their case for repeal.

The project is complete and the reports will be launched on the November 26, 2017 at Deputy Speaker Hall, Constitution Club of India from 03:00PM-06:00PM.

The launch will be followed by panel discussion on repeal of laws. The event also strengthens voice for adopting November 26 as National Repeal Day when the Parliament does only one thing: Repeal laws. India needs to adopt this good governance practice. 

About the Project

Centre of Civil Society, as public interest initiative of iJustice, NIPFP Macro/Finance Group and Vidhi Legal Policy Centre began the ‘Repeal of 100 laws’ Projectwith the aim to identify laws that This culminated in a report on the 100 Laws Repeal Project. This project was acknowledged by the Law Commission of India's report on ‘Obsolete Laws: Warranting Immediate Repeal, released in September 2014.

The Centre then began to reach out to state governments in the next phase. Maharashtra Chief Minister has agreed to repeal 19 from the proposed 25 laws. In the current phase of the While statutory reform is only the beginning of a wider process of legal overhaul, it is perhaps the most important. Without sound laws India will not provide an enabling environment, neither for citizens, nor for entrepreneurs. Repealing obsolete legislation is the first step in this direction.
